Several files here are third-party mirrors: defense.gov, dni.gov, and nsa.gov block automated downloads, so the archive keeps verified copies while logging the canonical URLs in the register. AARO’s Historical Record Volume II remains unpublished — a congressionally mandated deliverable with no release date. When it drops, it goes here.
